The final result of ROSTREC Project will be a strategy that is addressing to policy makers, decision makers, specialists in energy and critical infrastructures protection, but also wants to have a major impact on the civil society and the Romanian society at large.
In this respect the publicity will focus on several target groups: • The Romanian policy makers, at the level of the Ministries and of the state institutions, actors that, on the basis of the findings of this project, can further elaborate new policies and have new legal initiatives at the level of the European Commission; • The Romanian private actors and international companies based in Romania that operate in the field of energy efficiency and renewable energy sources, and/or own critical infrastructures; • The Romanian civil society and the NGOs as a key element that can better asses and understand the energy situation in Romania and can further promote the knowledge at the population level; • The international experts in the field of energy efficiency and renewable energy sources, energy security and critical infrastructures protection. This project will benefit from publicity at different levels, addressing according with the main target groups: • In Romania there will be used also for the dissemination of the information of the partial and final project results the Center for Information on Security Culture (CIS-RIS), regional pilot project initiated together with EURISC Foundation and NATO PDD since 2003; • In Romania and abroad, during the international conferences and workshop organized the framework of the ROSTREC Project, the information will be disseminated in printed and electronic forms, as well all news and partial outcome will be available for target groups; • Several networks, EURISC belongs to, will be also used to further disseminate and inform their members about the findings and the final results of the projects, such as Atlantic Treaty Association network, EURODEFENSE network, European Security and Research Innovation Forum (ESRIF) - the Trans European Policy Studies Association (TEPSA), Balkan Mosaic Network, financed by the Norwegian Ministry of Foreign Affairs, a.o. • The website of EURISC Foundation (www.eurisc.org) will have a section dedicated to this project, from where materials, reports and the updates of the project may be available for reading and if necessary downloaded from the virtual library, to be created within this project. In order to advertise the implementation process, regular newsletters and preliminary report will be disseminated in an electronic format and also hard copies to the main beneficiary of this project: Romanian Ministry of Economy and Finance, and also to the mentioned networks and other target groups. The responsibility of the publicity part will be divided between the two partners in this project EURISC Foundation and Norwegian Atlantic Committee. The objective of the present project (ROSTREC) is to promote the energy efficiency and renewable energy sources together with the securing of an adequate protection of the critical infrastructures, by developing an Energy Security Strategy for Romania. The document should revise, update and complete the existing Romanian strategies in the field, with a much larger vision, taking into account: - Romania new statute of EU membership (with focus on energy efficiency and renewable energy sources); - the international experience (mainly Norwegian); - the new developments in energy security and critical infrastructures protection. The topic of this project resulted from the Think Tank meeting "Energy Security, Critical Infrastructure Protection and Resiliency, organised in Lucerna, Switzerland, by the World Security Forum and EURISC Foundation with the support of the Norwegian Ministry of Foreign Affairs. The result of these 10 months of work will be an intellectual end product with immediate utility for the Ministry of Economy and Finance of Romania. The project will establish, during an inception meeting in March 2009, the project implementation structures (Drafting Group; Working Groups, PM team) and the detailed work plan. The Strategy chapters will be developed by the experts, and wide participatory mechanisms will be put in place to secure the feed back. A progress evaluation meeting will be organised during the drafting process. All experts' contributions will be integrated in a final draft, subsequently submitted to a peer review. The final product will be submitted for endorsement to the Ministry of Economy and Finance and then translated and printed both in Ro and En.
